Information Booklet

One of the most important goals of the Church Athletic Association (CAA) is to promote good sportsmanship, participation and healthy competition. Achievement of that goal is the job of everyone - coaches, players, parents and officials.

1. Parents and coaches should encourage players and officials to do their best and support them - this includes players on opposing teams.
2. Game officials are only human and try to do the best they can to make consistent calls during each and every game. Heckling of officials from parents, players or coaches is poor sportsmanship.
3. Temper tantrums by players, parents and coaches will not be tolerated and should be discouraged. Parents, players or coaches shall not aggressively confront opposing parents, players or coaches.
4. Officiating from the spectators and disputing the officials' judgment is poor sportsmanship. Spectators should refrain from such behavior. Officials will ask spectators acting in such a way to leave the game and perhaps not to attend future contests.
5. Disputed game rule calls should be discussed rationally by officials and coaches prior to continuation of the game. Players and parents should not be involved in the discussion. Disputed calls and rules' interpretation can best be handled in this manner. The game should be continued without further comment and let the players play.
6. CAA encourages team prayer prior to the start of each game. However, if a team, coach or player chooses not to participate, their choice should be respected.
7. After each game, it is customary for players and coaches to shake hands with opponents in the spirit of sportsmanship and Christian fellowship.
8. Parents, players, coaches and officials should be respectful of the game location facilities. Everyone, especially small children, should be under control so as not to disrupt other activities that may be taking place at the game site. Extra effort is needed during the winter to help keep hallways and other areas clear from snow being tracked in from the outside. Everyone helping with chairs and other equipment after the game is strongly encouraged.
9. Safety is encouraged at all times by everyone.
10. The CAA will deal with continued abuse of sportsmanship by parents, players, coaches and officials.

I.    REGISTRATION AND ELIGIBILITY

1. Registration Fees

Juniors: $450.00
Intermediates: $450.00

2. Fee Deadline
   All fees are due by January 22, 2010. Any team, whose registration fee has not been received by due date, will be suspended from further league games until the fee is paid. Forfeit fees will apply as well.
3. Eligibility
   1. Junior - grades 7, 8 and 9 (i.e., 12, 13 and 14 year olds as of September 1, 2009)
   2. Intermediate - grades 10, 11 and 12 (i.e., 15, 16 and 17 year olds as of September 1, 2009)
   3. A younger player may play on an older team; however, an older player cannot play for a younger team.
   4. A player is allowed to play on one CAA team only.
   5. There can be two non-church member players on each team. A Player Release Form is available for players wishing to play for another church team when their church has a team in CAA. The form is available on the CAA Web Site or from the appropriate Junior or Intermediate Commissioner.
   6. Current and/or former community traveling team players should play at appropriate levels. An exceptional Junior player should play at the Intermediate level.
   7. Players who are playing or who have played on High School varsity level teams (9th - 12th grades) during current season are ineligible.
   8. In order for a player to participate in the post-season tournament, the player must be listed on the official team roster and have played in at least three (3) regular season games. Games will be forfeited for use of ineligible player and forfeit fees applied. Player will be suspended from tournament.
   9. Written exception requests to the above eligibility rules can be made to the Junior or Intermediate Commissioner as appropriate.

Team rosters are due to Commissioner by January 1, 2010. A late roster fee of $35.00 may be assessed per team per week. Players cannot be added to team rosters after the second game of the season. A player shall play in at least three regular season games to be eligible for tournament games. Team rosters should be limited to 12 players as a maximum.

II.    GENERAL INFORMATION  

1. Postponements

 .        Games postponed by the CAA due to inclement weather will be called by 4:00 p.m., if possible. Postponements will be on the CAA web site at www.caahoops.net in the NEWS section. For other postponements of games, contact the Junior or Intermediate Commissioner, as appropriate.

2. Uniforms Teams must wear uniforms (minimum requirements, matching tops with numbers.)

a.       Uniforms may have no other lettering than the church's name or a league approved team name. Team names should reflect a Christian theme.

b.      In case of two teams having the same or similar color uniform (as determined by the game officials), a flip of the coin will determine the wearer of the jersey. A team cannot have two players with the same uniform number.

c.       Players shall not wear hats, caps or other head gear while playing a game.

3. Coach's Duties and Responsibilities

1.      The coach must have a list of players' names and jersey numbers ready to hand to the scorekeeper upon entrance to the basketball court. Game time is start of game (tip off), not arrive at gym time.

2.      Each team is responsible to furnish a scorekeeper or timer at each game. Adults/parents should perform the game scorekeeping and timekeeper responsibilities of games. Coaches/assistant coaches may not perform these duties. The official scorebook should be filled in complete with players' last name and jersey numbers. Team name should be identified at top of scorebook page. Have your parent selected upon arriving at game site. Game officials should not have to wait for scorekeeper or timer.

3.      The coach must supervise the team at all times. Players must remain in the basketball court area except for entering, leaving the building and restroom use and drinks of water. Basketball court availability is extremely limited and the privilege of using the facilities rests with everyone's conduct while in the building. Encourage players/parents to respect each site.

4.      The coach should remind players not to leave valuables accessible.

5.      Players are recommended to have a physical check-up.

6.      Bring a whistle to the game in case game officials do not show. Select parent(s) to officiate if necessary.

7.      Have your pre-game warm ups regimented - there is little or no time for coaching as 10 minutes is all that is normally available.

8.      Check for availability of First Aid kits provided by host game site

9.      Coaches shall not wear hats, caps or any other head gear while coaching a CAA game.

10.  After the game, make sure bench area is clear of water bottles, bags, etc.

4.      Game Scheduling
Game scheduling is a challenge with the number of teams and facilities. Every effort is made to take into the consideration of all teams and not just one team.

5.      First Aid Kits
First Aid kits should be provided at/near the scorer's table at each game site.

         III.      GAME INFORMATION 

A.     TIME:   A game will consist of two (2) twenty (20) minute halves.

a.       Each half will be played as "running time: with the exception of the last two (2) minutes, which will be played "stop time." (In running time, the clock is only stopped for time-outs, and at the game official's request). The clock will be stopped for all technical fouls.

b.      Half time will be 5 minutes which can be reduced to 3 minutes to keep games on schedule.

c.       Overtime will be two minutes, "stop time." If the score remains tied at the end of the overtime period, a sudden death period will be played. Overtime and sudden death will start with jump ball.

TIME-OUTS: Each team is allowed two time-outs per half. Time-outs not used do not carry over from the first half to the second half. Overtimes are an extension of the second half.

B.     OFFICIALS: Two officials will be assigned for all Junior and Intermediate games except as otherwise determined by the Junior or Intermediate Commissioner, as appropriate.  Game officials shall not wear hats, caps or any other head gear while officiating.

C.     PROTESTS: the game official and opposing coaches must be notified of the stated action immediately (before play resumes). All games that are protested for any legitimate reason must be submitted in writing (postmarked or E-mailed) to the Junior or Intermediate Commissioner, as appropriate, within 48 hours after the game.

D.     NUMBER OF PLAYERS NEEDED TO BEGIN A GAME: A team may begin a game with four (4) players. If a fifth player does not arrive by the start of the 2nd half, the game officially becomes a forfeit for that team. However, the game may continue to be played to its final time.

E.      PLAYER FOULING OUT: A PLAYER WITH FIVE FOULS CANNOT CONTINUE PLAYING AFTER FIFTH FOUL.  If there is no bench player substitute available, player with five fouls may continue to play (coach's discretion). Each additional foul shall result in two free throws and ball out of bounds for offended team. If player with five fouls or more jeopardizes other player's safety, the game officials can remove player from game. If more than one player with five fouls, including one or more on bench, coach has discretion who to play.

F.      SWEARING: High School rules will prevail. Swearing by players and coaches is prohibited and first offense will result in technical foul and warning. Swearing a second time will result in expulsion from the game (discretion of the game officials). Players or coaches intimidation and/or taunting of opposing players, game officials or parents will not be tolerated and may result in expulsion from the game. Players and coaches will be suspended by CAA for inappropriate behavior and unsportsmanlike conduct detrimental to CAA.

G.     FIGHTING: Any player ejected from a game for fighting will be suspended for the next game. If a player causes injury to another player, player causing injury will be suspended for the season. An appeal can be made to appropriate Junior or Intermediate Commissioner.

H.     INJURIES:  Time out, follow High School Rules. If injury is fake, a technical foul will be called (finish play unless there is danger).

I.        PRE-GAME WARM UP BALLS: A team is allowed only two (2) pre-game warm up balls. No additional balls shall be on the court at any time. Teams pre-game warm up is at the basket furthest from team bench. When not being used for warm-up or the game, the balls must be in a bag or proper container and must be in possession of the team coach or responsible person. A player must not bounce a ball in locker rooms, hallways, on the sidelines or anywhere else in the church or at any other game site.

J.       GAME RULES: Games are played under Minnesota State High School Rules with few exceptions. The exceptions and clarifications are contained in this Information Booklet.

K.    BASKETBALL SIZE: The Junior and Intermediate league games will be played with an official adult men-size basketball.

L.      FREE THROWS: shoot one & one on the 7th team foul, shoot two (2) on the 10th team foul. Play the ball when it hits the rim.

M.   DUNKING: Dunking is not allowed before, during or after games by coaches, players, parents or anyone else. Technical fouls will be assessed.

N.    JUMP BALL: A jump ball will start each game and alternate possession will be used thereafter. Overtime and sudden death will begin with a jump ball.

O.    3 POINT SHOT: The three (3) point shot may be used if the floor is properly marked. Use of this must be discussed and agreed upon prior to the start of the game.

P.      MERCY RULE: A Junior or Intermediate team leading by 15 points or more cannot use full court press on defense nor can they execute a fast break on offense.  First offense will be a warning and second offense will result in a technical foul.

Q.    SUBSTITUTIONS: No free substituting. Player substitutions may only be made when a game official whistles or otherwise signals the new player in the game.

R.     FORFEITS: Forfeits are detrimental to league operations. CAA will assess a $35.00 fee per game per team for forfeiting a game. The forfeit fee applies to a game forfeited by teams due to CAA rule(s) infraction too.

S.      GAME RESCHEDULING: A CAA commissioner will have the authority to make decision on the rules and the rescheduling of games (locations, times and/or changes due to weather conditions), etc., as necessary in the best interests of the CAA.

IV.              TOURNAMENT AND TROPHY POSITIONS 

A.     Rules for Tournament and League Trophy Positions

                                                               i.      If two teams are tied for one position, the winner of the regular season games between the two teams will be awarded the higher position.

                                                             ii.      If two teams have played each other twice, each team winning one and losing one, the team that scored the most points in those games will be declared the high finisher.

                                                            iii.      If two teams have played each other twice, each team winning one and losing one, and there is no difference in point totals in those games, the winner of the first game will be declared the high finisher.

                                                           iv.      If three teams are tied for one position, consider only the games played by these three teams against each other. The team with the best record in those games will be the high finisher. If the three teams accomplished a 1-1 record against each other, then the difference between points for and points against in those games (games among these teams only) shall determine the highest position to be awarded.

                                                             v.      If four or more teams are tied for one position, consider only the games among those teams. If two or more teams are still tied, then revert to rule 1a, 1b, 1c, or 1d in this Section.

Trophies

Trophies and/or medals will be provided as appropriate based on the number of teams in the Junior and Intermediate divisions and the season/tournament format.

• Coach/Play the game for the game's sake.
• Be generous when you win
• Be gracious when you lose.
• Be fair always, no matter what the cost.
• Obey the rules of the game.
• Work for the good of your team.
• Accept the decisions of the officials with good grace.
• Believe in the honesty of your opponents
• Conduct yourself with honor and dignity
• Honestly and wholeheartedly applaud the efforts of your teammates and your opponents.
